Aturan didesain untuk mempromosikan penerbangan yg aman, melindungi pilot, pramugari, penumpang serta masyarakat umum dari risiko yg tidak perlu. Sejak tahun 1958, hukum ini biasanya telah disebut sebagai "Fars", singkat Federal Peraturan Aviation.
